Heping County, Heyuan City, Guangdong:Under the tide of Urbanization, How Education in the Mountain Areas Break Through from the Predicament

  As a mountain county, provincial impoverished county, Heping county's economy, educational development are relatively backward. How to accelerate the pace of educational development? It is the problem Heping county's ancient educators have thought, explored and tried to crack. To explore the settlement, Heping county bravely implemented educating people with culture, and has lasted for four years. In the condition of the basic stability of hardware schoolhouse facilities , equipment and teachers, one school one strengths and one school one characteristics project was vigorously promoted. They have made a steady improvement of teaching quality, significantly decrease of the dropout rate, the diversified growing of students have been the mainstream, and  everyone is interested, each has a special giftsituation was gradually formed. Because the results are remarkable, on December 30, 2014, Heping county's educatioing people with culture was included in the provincial education comprehensive reform pilot project by Department of Education of Guangdong Province. So, how did Heping county propose  and promote educating people with culture? Which problems of mountainous education has been cracked?

  I. Background and Difficulties

  With the acceleration of urbanization pace, a large number of people entering into the cities has caused a sharp reduction of the rural population, especiallys even more sharp decreasing in rural mountainous area. Changes of the rural population may be seen from the changes of the number of new students each year. From 2005 to 2010, Heping county's freshmen dropped from more than 9,300 students to 3,600 students with an annual reduction of 1,000 students. The background and the main reason  of drastically reduced new students are the wave of urbanization, another reason is a gradually appearing consequence of the family planning policy. Because of urbanization, there are a large number of rural migrant workers in the city, which led to many left-behind children in rural areas. At present, the left-behind children accounted for 76% of students in Heping county's primary and secondary school, and even as high as 90% in some towns. Due to lack of family love, family education, family supervision, there are distortion of personality, abnormal personality and alien habits of left-behind children. Even left-behind children live at shool, it is difficult for them to integrate into the collective life, many of them are weary of studying, play truant and even drop out of school. In 2010, nearly 30% of students in Heping county are weary of studying in different degree, more than 80% in the phenomenon  of students weariness are left-behind children; more than 90% of truancy students are left-behind children; more than 95% of drop-out students are left-behind children. If the left-behind children problem can be solved, weariness, truancy, dropout and other phenomena will be increased year by year, which will eventually shake the foundation of quality education.

  In 2010, Heping county popularized high school education one year ahead. Meanwhile, the education department found several serious problems: First, insufficient number of high school freshmen, due to family planning, population outflow factors and weariness dropout factors; Freshmen quality is generally and relatively low, for the original inefficient management factor and the school can't meet the needs of students' cultural life, and especially the factors of  rare teaching points (29 county teaching points are less than 30 persons), lack of popularity, lack of learning motivation among the students. If the problems concerning the insufficient number of high school freshmen sources and generally and relatively low quality of freshmen can't be solved, training more talents for the people of the county will become an empty promise.

  Since 2010, Heping county planned to grow educationally strong. According to the plan, the county has adjusted a large-scale layout (withdrawing the schools and combining the points), led to a sharp reduction of village primary schools, a sharp increase of secondary town schools and central primary schools. By 2014, the number of primary and secondary schools in Heping County dropped from 289 to 41, more than 98% of village primary schools implemented withdrawing the high grade and remaining low grade and became only two or three classes teaching points. Predicted that the scale of  secondary schools and central primary schools will be exponentially expanded, while the number of teaching points will be significantly reduced, thus there will be two situations: if secondary schools and central primary school still adopt the original management mode after the expansion of scale, how to retain students and teach students? How will teaching points stabilize students, reinforce the quality foundation of students in lack of popularity? If these problems are not solved, Heping county innovative education will be one-sided.

  II. The Decision-making Process

  How to crack these challenges? It  is a real and urgent problem placed in front of Heping County Bureau of Education. In this regard, there are several different voices within the leadership Heping County Bureau of Education, as these problems do not appear today, but the results of cumulation, which may take several years or even decade to be reversed, we can not complete this task ( not engage in any education reform); these issues are caused by teachers, management and hardware construction, therefore, in the current situation it can not be fully resolved (even if the education reform is a futile attempt).

  Deanfening slogan is no better than real action. The Director Huang Weiping did not participate in the debate without any clear statement, but he went to the front line for research. When he saw various extracurricular cultural activities and parenting education activities for for students' daily happiness and healthy in Gongbai Middle School, the school's dropout rate is zero, and the school's teaching quality has been in top three of the county for many years, he was too excited , deeply considered and sprouted out the idea of cultural activities → educating people by the culture. If all the county schools are like Gongbai Middle School, the problem is not solved yet? (Both the ragged shool cultural life problem and weariness, truancy, dropout problem can be solved; both left-behind children problem and lack of students source problem can be solved; both the difficult implementation problem of moral education and the difficult implementation problem of quality education question can be solved; both the difficult habituation education problem and single formation and cheerless atmosphere of shool cultural construction problem can be solved; both the difficult teaching quality improvement problem and inner construction problem of innovative powerful education can be solved. One measure may solve all kinds of difficulties and problems.)

  When he proprosed this idea for discussion in the leadership meeting on September 16, 2010, there has been intense debates: Some people thought that educating people by culture was just a newly proposed educational philosophy, and even the connotation and extension  were not  clearly, it was too early to implement it in the county; some people thought that educating people by culture was just a word game, a replica of the slogan of quality education and little value; some people thought that educating people by culture hasn't been proved to be an effective idea or model by universal examples, it is meaningless to promote it in the county; some people thought that educating people by culture as a new educational concept may have a try, how can you know it doesn't work wiithout try?

  To sum up, there are mainly two consensuses: One, most people agreed that cultural educating people by culture shall not temporarily be promoted for not influencing the quality of teaching, which can guarantee a stable teaching, also, they may sit back and control the situtation with many responsibilities; Another, a few people agreed that cultural educating people by culture shall be implemented and bravely tried to comprehensively promote cultural education, but the risk was  great, it may lead to decline in the quality of teaching.

  How to make a decision? This is a thorny issue faced by the Director Huang Weiping. The minority  is subordinate to the majority, giving up and adhering to the traditional way of educating people? Or firmly promote cultural education, initiatively change mountaineous educational backwardness? There is no slightest riskof adhering to the traditional way of educating people, but the aforsaid problems will remain and  increase year by year, such as left-behind children's problem will become more serious, weariness, truancy and dropout phenomena are very serious, a lot of left-behind children may lose education opportunities and many families will loss the capability to get rid of poverty and become better off due to children education; The quality base of compulsory education students source can be consolidated. It is difficult to complete the task of training more talents, and even it is difficult to complete the task of allowing students to become well-educated (if these immature students enter into the community, it may cause many social problems and affect social stability); due to lack of effective carrier, it is difficult to implement quality education and achieve synchronization of hardware and connotation quality of innovative powerful education, so it is impossible to become a real powerful educational county, namely even thoudh the hardware has improved, the education and teaching quality still remains the same. Adhere to the traditional way of educating people, even the education development is really unsatisfactory, it is the majority's decision, you need not assume many responsibilities; firmly promote cultural education, without the guidance of experience and theory, and most people do not support it, it may be hard to promote the implementation, even if it is promoted, if system, management, evaluation, incentive and other aspects can be promptly updated to support the implementation, by the influence of the attention degree, concept understanding, management efficiency and other factors, the implementation effects of schools may be greatly different, and some schools' implementation result may be difficult to achieve the desired effect, and even in a certain extent, it may lead to being out at elbows, no sense of priority, one-sided implementation and result in declining in the quality of teaching or some indicators, which will be  inquired by the public, especially the county deputies to the local People's Congress. He has to bear all the risks or lose official hat for this. Although only ten-minute decision-making process, the Director Huang Weiping felt that it was longer and more difficult than ten years.

  After a moment of silence, the Director Huang Weiping glanced  all members of the team and decisively declared that benefit one area in a term of official service. I must promote cultural education? In the condition that the schoolhouse, rooms, facilities, teacher quality and management efficiency is difficult to be changed and improved in a short term, the gap with the developed areas has been continuously increasing, the implementation of educating people by culture is a feasible and effective way, and it is the  results of all the county educators. It is urgent and racing against time to solve three education problems without waiting! I will bear the responsibility for ineffective  results of cultural education implementation!

  All are relieved and can not help giving a warm applause. In the applause, everyone knew it was not easy for him to make this decision, and it was an extremely difficult process; in the applause, everyone knew that the Director has determined to promote cultural education in the county; in the applause, everyone knew that the Director has assumed more sponsibilities than  anyone else, and  now it need our common support and action!
In the balance of risks and responsibilities, Huang Weiping selected the responsibilities; and to play in the struggle of escape and undertaking, Huang Weiping selected the undertaking!

  III. The Main Measures

  Once it was decided, it should be resolutely implemented. To this end, he took the lead, personally wrote more than a dozen articles published in the Heping Education, such as Educating people by culture - combined with the county school cultural construction implementation, How did Heping County explore cultural education road – examples of the education development in the county in recent years, On the School Cultural Education, On Cultural Education Diversification, On the details and shool cultural construction, Further promote cultural education towards school cultural Consciousness and so on; special meetings have been held for many times to study and deploy the promotion of cultural education work, in order to unify the county teachers' ideas, and form a joint force to promote cultural education. Soon, Heping County held the first Primary and Secondary School Principals Forum to discuss the idea of educating people by culture and accelerate the pace of cultural education.

  In no time, Heping County Bureau of Education issued  5 normative documents, such as The medium and long-term plan for Heping county primary and secondary schools implementing cultural education (2011-2020), Heping county primary and secondary schools strengths and characteristics construction plan, Heping county cultural education distinctive school assessment standard to steadily and systematically promote cultural education.
Heping County Bureau of Education expressly proposed the idea of cultural education implementation, that is, the basic goal of being well-educated and elitist, the starting point of one school one strengths and one school one characteristics, a carrier of classroom cultural activities and association cultural activities as, steady promotion and strict implementation, prompting the formation of one student one strength or one student one speciality implementing the educational viewpoint of everyone is interested, each one has a gift. In the process of promoting cultural education, association cultural education was very weak in the county and the main working direction of the county. For this purpose, the county requires each school shall have at least 12 associations, and achieve three-tion (regularization, systematization and scientification), three-fixed (fixed weekly activity time, permanent staff responsible for counseling, fixed place for activities), two-coverage (covering all teachers, covering all students) of  association cultural activities  .

  Strengthening teacher's cultural construction is the key to implement cultural education,. To this end, Heping County requires teachers must do nine-one, that is, one teacher shall annually subscribe to at least one educational newspaper and magazine, buy at least an educational monograph, write at least one teaching experience, write at least one teaching thesis, host at least a seminar, participate in at least one academic exchanges, give at least one lecture demonstration class, participate in at least one research, attend attend at least one training. Subsequently, the Director Huang Weiping called on and raised more than 3million yuan to build county level research center and teacher training centers. An annual budget of 1.5 million yuan was planned to cultivate teachers, more than 500 star-level teachers were selected; actively introduced resources to build Heping Branch of Life Harmony Trainers Institute, invited Guangdong University of Education, The Guangdong Society of Education, China Development Institute (Shenzhen), Shenzhen Polytechnic, Heyuan Polytechnic, Heyuan Municipal Bureau of Education and others to propose for the promotion of cultural education, among them, Professor Liu Jingyu, Professor Li Jinkui, Professor Deng Kangyan, Professor Li Dihua and othes went to the front-line schools of the county in person to guide and promote cultural education work.
Carrying out a wide range of cultural activities is the core to implement cultural education. Without cultural activities, cultural education is just an empty talk. For this reason, Heping County Bureau of Education requires that each student shall  participate in at least one association, each school shall let students participate in association activities for at least 6 times in each semester, the traditional moral education may be effectively implemented on association cultural activities this effective carrier. Currently, there are more than 1,100 associations of primary and secondary schools in the county, organizing large-scale 1,500 association activities in each semester. The students have averagely participated in association cultural activities for 7 times or more. These became the highlights of the city's education. As students often participated in association cultural activities, different associations fostered the different interests and potential, exercised different willpower and patience. Therefore, the association may not only cultivate the interests, show the ability, publicize personality, stimulate the potential, but also allow students to experience life, understand the collective, respect and support each other, and furtherly respect teachers, respect classmates, respect parents, love learning, love life, love school, and the association activities let students be healthy, happiness and diversified growth.

  IV. The Main Effect

  Teachers cultural construction has made a great progress. Currently, the county has subscribed 5,653 education journals with an increase of 4,600 ones over 2010; the county's teachers published more than 400 research papers each year with an increase of more than 250 articles over 2010; the county's teachers have completed a total of 19 school-based research monographs and textbooks with an increase of 15 ones over 2010; 66 research topics projects have been approved and 28 projects have been completed.

  School association cultural construction has achieved new breakthroughs. Currently, there are totally more than 1,100 associations or interest groups of secondary and primary schools in the county. It has become a county with the largest school assoications in the city; every school set up a literary association. It has become the only county with full coverage of a school literary association in the city. Most of students have participated in more than one association and  annually attended association activities for at least 7 times or more. Multicultural activities became common secondary and primary schools in the county. Diversified growth became a beautiful landscape of basic education. Attending association activities is the most effective carrier of school moral education. Under the invasion of various association cultural activities, teachers and students are willing to stay in school, and the school has also become teachers and students' common home and souls harbor.

  Teaching and research cultural construction has made a new progress. Colorful school association activities have built a wide display and communication platform for students, stimulated the students' inherent potential and innovative power, promoted the communication between teachers and students, and improved the harmonious relationship between teachers and students, so that students felt great fun and intangible appeal of school life, and constantly enhanced the consciousness and enthusiasm of learning. Thus, Heping county's secondary and primary school dropout rate is the lowest in the city and low score rate is the lowest in the city; the quality of teaching has changed from the last one in the city to the first. The number of students for entering Tsinghua University, Central Academy of Fine Art, China Academy of Art was steadily increased after 26 years.

  The initial results of featured cultural education project is shown. After four years of hard work, Heping county one school one strengths and one school, one characteristic project construction have achieved the desired progress, such as Heping Secondary School and Fuhe High School respectively created teaching and research cultural strengths and association cultural education characteristics, art  characteristics of Yangming Secondary School, Experimental Junior Middle School and cultural education features, Yangming Town's First Primary School and Second Primary School implementing Yangming cultural education, Guzhai Town's centeral Primary School implementing 136 classroom reform and extracurricular arts education, Dongshui Town's Central Primary School implementing love education, Gongbai  Middle School implementing rural junior education reform, Qingzhou Middle School promoting guiding teaching mode and campus bookstore, Shangling Middle School implementing confidence education ...... There are totally 23 schools with obvious strengths or characteristics in the county. The county has completed a total of 26  distinctive cultural schools, forming  a school culture of mountainous characteristics.

  Overall influence of education have increased year by year. In 2014, Zhongshan Torch Development Zone Bureau of Education, Zijin County Bureau of Education and schools in Lianping County, Dongyuan County and Longchuan County came to visit cultural education mode; more than 20 media, including Guangzhou Daily, Guangdong Education, Basic Education Reference, Heyuan Daily and Phoenix net, Xinhua net, have reported or reproduced Heping County's cultural education experience; The principals of 4 schools have introduced cultural education experience in Guangdong Provincial  Principals Forum, 110 articles of cultural education experience were awarded. At present, four of cultural education series have been successfully published, The Theory, Featured Education, Teacher's Culture and The Results.

  Nicolai Peitersen: Heping County's Outstanding Education Case is laudable

  First of all, I want to congratulate Heping County Burea of Education on the educational achievements. I was surprised to hear such a good education case in China, which is a very good model for the education field all over the country.

  In Europe, we have the concept of equalization of public services, that is, whether living in urban or rural areas, the level of resources enjoyed by the public are the same, we go to the same level of hospitals and go to the same good of school, even for those who are happy to live in a remote mountain village, may enjoy the same public service, people will not move to live in downtown just because of the convenience and quality of public services. But China is to do the full equality of public servicesas Europe, it is clear there is still a long way to go. For Heping County, if only improving the hardware, advanced teaching equipment can be introduced into the countryside; if improving software level, we must consider how to attract national or provincial-level, municipal-level teachers to go to the  mountain areas for educating children, this is indeed a problem, which should be considered by urban managers and government officials, because the relationship between education and urban development is  inextricably linked and mutually reinforcing.

  Obviously, Heping county's educational practice is well advanced in China, and I waas also very deeply impressed. Here, I would like to give another suggestion to Heping County Bureau of Education, namely the concept of a new area of study. This new area of study is new for all the learners, even for Beijing, Shanghai, Guangzhou and other big cities, and it does not have any relationship with the so-called urban scale. We know all the governments in the world, including China, have attached great importance to the development of creative and cultural industry. In any city and region, innovation is the basis of economic, social and cultural development, just as no matter in Beijing, Shanghai or in rural areas, 3D printing technology for us is a very new concept, while 3D printing is the future direction of technological development, it is a leading technology for any city. Therefore, the focus I want to say is that Heping county can attract talents to this place for teaching through the new way of learning and attract good teacher resources. For example, 3D printing or other creative and cultural industries can be developed in Heping County's mountain areas to attract those young people who have ideas, ambition, power and are willing to teach in Heping County.

  Lyna: Innovation of Heping County's Education Case

  First of all, I would like to heartfeltly congratulate Heping County Bureau of Education on the education achievements, at the same time, it also gave me a fresh experience and feelings. I was very moved by the content of the case, and I deeply felt the passion of education enthusiasts from them. As  an educator, I also want to give a  tiny suggestion in education.

  I quite agree with the idea of one student one specialty. one student one specialty not only allows students to learn the skills, but also brings the children self-confidence, being more confident about their lives and the future, which may benefit children for their whole life. Neurological investigation showed that positive emotions may perfectly promote learning emotional mobilization and self-confidence establishement. It is the most basic and most important work for educators to mobilize the enthusiasm of the students and build confidence. Here I can responsibly say that Heping County Bureau of Education did a wonderful job.

  Besides students' confidence establishment and students' interests training, it is also very important to cultivate the students' team awareness and cooperation spirit. In the era of rapid development of information technology, the computer can help us to do almost everything, but the establishment of people's creativity and self-confidence can not be done by the computer. In addition, I think Heping County Bureau of Education also did very well on this critical issue of teachers training. I think their approach is very innovative and courageous, and I hope they can improve the teaching programs, not only motivated the whole of China's schools and education system, but also inspired educators around the world.

  I already have a preliminary understanding about this case before, so I am very concerned that they have done very well, as a expert coming from the foreign country, may I have anything to help them improve it? It makes me very upset, to this end, I also had a very in-depth thinking. I moved to France at the age of 6. My parents are Chinese. One of Chinese parents' main characteristic is that they are very concerned about their children's growth, so, starting from my own experience, I think that it is a mysterious, magical power of  parents caring about their children's education, and it is the healthy growth, healthy development root of children. Therefore, I think, is it possible for Heping County Bureau of Education to introduce more pivotal role of parents to children's growing up in the daily education? Because children not only need material care, but also need psychological and spiritual care, but parents often do not know how to express the psychological care, especially when they can not take care of their children at home, this expression becomes even more difficult. We may create such opportunities for parents to be more present in children's education and life, so that parents have the opportunities to express their proud of children. Internet, WeChat and other social media can help far-away working parents to build more emotional connection with children, therefore, I would like to make a tiny suggestion, let the children record themselves and send it to their parents.. Let the parents to make a positive feedback and comments on children's performance, activities and other contents in the school. It is very helpful for children to build self-confidence, which may benefit the children for a lifetime. I believe, Heping county has better ideas and practices for how to cultivate talent the children.

  Liao Xiaoyi: The Settlment of Left-behind Population Issues Need the Support of the Public Policy

  Gobal Village Environmental Education Center has been done for seven years in the left-behind children field. Now we still have more than 80 young college students living in Chongqing, Changsha and other villages to solve the problems of teachers and schools, namely how to do after the children going back home? How to do for no daily accompaniment of parents? Because, in the countryside, the left-behind elderly, left-behind women and left-behind children problems can not be solved only by outstanding schools and teachers  like those in Heping County. It is a problem of the whole society, if there are problems of these three groups, then we each urban citizen can not have a good future. So, I here thank the Organizing Committee for giving me this opportunity to speak. I mainly mention three suggestions: First, the formation of a common policy. College graduates go to the rural areas and serve left-behind children, left behind women and the left-behind elderly, which is a required course before they enter the job, and this is the new go and work in the countryside or mountain areas. This is very helpful to college students themselves. Our more than 80 college students made very quick progresses. They not only helped the improvement of others, but also improved themselves.Their work shall mainly include: accompanied study, tutoring, counseling students homework, accompanying emotions, ability training and so on. With the problems of left-behind children, they are intimate sisters and brothers; ability training is mainly to organize many interest groups for the children; personality cultivation is to cultivate left-behind children's self-confidence and love; and finally life accompany is to teach them how to protect the environment, etc. In five spaces of specific case, team, community, school and the construction site, they've done very well. These social workers have also distributed the children's videos to their far-away working parents. Community is to let loving mothers staying  in the countryside or neighbour mother take care of children, the more important is to make these women become loving mothers, loving father and let these grandparents become the old gentlemen and let these children become little sir, which may momently awaken their self-confidence. The recent two or three years, the Global Village has summarized some sets of dissemination and promotion processes, but we need public policy, we need to appeal for our common future and for these left-behind people.
Second, encourage these left-behind people to be organized by national policy. Children are organized as Kids Group, and women are organized as Women Promotion Association, so that they will have confidence and they will have a light spirit.

  Third, the development of new industries in rural areas. Our foreign friends concerned about how to do well in the esixting countryside, how to access the industries, how to construct the society, how to improve the quality of life in the city; and our Chinese experts more concerned about how to make rural land into the city, turn the rural population into urban population. Perhaps all the attentions are justified, but for me a person doing rural construction, I  am very exclamative about foreign friends' suggestions, in particular, the industry's advice. You know, today's countryside is not like the past one.There are  village-to-village connection, network, and now the village is easily accessible. Why can our social worker do so much to  in the village? Because there is WIFI to be on the internet at any time. With these things, we can try new industries, for example, there have already such mothers, who accompanied their children to the countryside, being a teacher, estalbishing the schools, conducted MOOC (massive open online courses) education. This mode should be extended because it may drive an industry. In addition, the creative industry, the pension industry, the health industry and so on are able to be developed in the rural areas.

  Lai Wenxin: Agriculture, Logistics and Education Are the Driving Force of Heping County's Development

  I came from the poorest countryside of Miaoli mountaineous areas, Taiwan. I was also a left-behind child and grew up with my grandmother. My hometown is in Guangdong, so I used to think people all over the world are Hakka. Until I went to the primary school, I know there is Mandarin. I can completely speak Mandarin till the fourth grade in primary school. In that closed environment, I was a very typical left-behind child, so I was very moved about the aforesaid content of left-behind children.

  As a scholar or an expert, I went to Heping County more than ten years ago, I used to put forward three proposals. First, to develop agriculture. Heping County had a lot of kiwifruits planted by I together with many experts. But to the development of agriculture, it is not only to sell kiwifruits, but also to develop agricultural industrialization. Second, to develop the smart logistics industry. I recommend to establish a logistical hub in Heping county, because Heping county, located at the edge of Guangdong Province, is an important base for Guangdong radiating the mainland cities. Third, to develop the education. After I graduated from elementary school in Taiwan, the family had no money for me to continue studying, so I carried mats and ran away from home, and  I have finished all the junior, high school and college courses by self-study examination. In 1981, I ranked the first in Taiwan Senior Civil Service Examination Nation Land Management, and has worked on urban planning. Later, I gave up the status of civil servant and worked in the factory, starting from the production line operator to the executive director of four listed companies in Singapore and Taiwan. The purpose of what I said is that Heping County's children are also Hakka children, I hope they will also be able to create their own future from the difficult environment and not undervalue themselves.

  In this section, we mainly discuss two issues, one is the development of rural education, and the other is the problems of left-behind children. These two problems are associated, and Heping county  did very well in rural education.
I'll talk about the problems of left-behind children. In recent years, we are very concerned about this problem. However, I think that till now, all our approaches on solving the problems of left-behind children are not enough , as long as we believe that urbanization is an inevitable trend, then we will face such a painful process that many farmers have to work outside their homes. In this process, can we reduce the existing problems of left-behind children? Indeed, there are many practices, including college students go and work in the countryside mentioned by Liao Xiaoyi, including shooting video suggested by Ms. Lyna. But I think these are not enough to solve the problems of left-behind children, because we are human beings, there is a huge difference to live with or without our parents. I did not believe a foreign person can replace the children's parents, because we believe that the parent-child cultivation is very important.

  For the problems of left-behind children, I have to declare two points: First, I have never thought both the couple must leave the children, I highly recommend no matter how difficult it is, no matter how much money is earned outside, one of them should stay at home. Second, if both of the parents have to leave, then they shall make every effort to let the child live together with them, because in one's life, only a few years is the most important for the child. That's why I have always strongly supported over the years to build so-called rural migrant workers' children  schools. Only in this way, working parents can bring their child together.

  In addition, we have just mentioned the problem of developing rural local industries, so that parent may be employed without leaving home. Even though there is no such industries, I also do not agree with the leaving of both the couple. I think that one of the parent must stay at home, this is the most basic method to solve the problem of left-behind children. We can talk about a lot of sense, reasons, methods and social resources, but I think some things may be solved in the easiest way, children need their parent, rather than simply be replaced by others .
