On the afternoon of April 30, before the Summit, leaders, experts and scholars including Qi Ji, former Deputy Minister of MOHURD, Hu Cunzhi, Party member and Deputy Minister of Ministry of Land and Resources, Director of Consultative Committee of Experts in Science and Technology, Deputy Director of CIUDSRC, Patrick Haverman, Deputy National Director of UNDP and Jacques Saint Marc, accredited representative of French Prime Minister's Office and Principal of Sino-French Sustainable Development Cooperation Project, gathered at Diaoyutai State Guesthouse in Beijing, discussing issues like the population mass in the process of current China urbanization, traffic jam and the uneven development of cities on different levels, and conferring the effective ways to promote the fast, healthy and sustainable development of China’s urbanization.
It is rare and unprecedented that China's urbanization is in the vigorous promotion process and the development speed is extremely fast. Therefore, Qi Ji, former Deputy Minister of MOHURD said that the fast urban development would result in unimaginable problems, but we could not slow down for fear of that, and what we should do is to solve the problems in the promotion process. He also pointed out that there was something in common among developing countries like Brazil and Egypt, which is the primacy of metropolis is increasingly high and the population of some of the capitals or metropolis in some countries has taken up almost one third or half of the whole population and it is an extremely serious problem.
Qi Ji analyzed that population mass would make it hard to overcome difficulties arising the process of urban development. In China’s metropolis like Beijing, Shanghai and Guangzhou, the population has reached more than 20 million, and the overloaded population would make it more difficult to administrate the city. Setting Beijng as an example, during recent years, the traffic in Beijing has become more and more crowded and the ground speed of motor vehicle has decreased 10% to 20% year by year. Although the government has carried out administrative policies like purchase restrictions and traffic controls, these could not be the key point in solving the problems in the long term. A Large amount of population is still keeping flowing into the metropolis, and so far, there are not effective measures to control population in cities like Beijing.
Patrick Haverman and other experts have pointed out that traffic jam is a common problem existing in many cities and it is also a common problem in the whole world. Standing on the global perspective, they have put forward solutions like tracing the road conditions with the adoption of modern technological methods and optimizing the traveling routines, “for example, the traffic condition could be traced through your cellphone with the connection of statistics.”
From the perspective of Qi Ji, if the population in each unit area exceeded its limit, it might be impossible to solve with any technological methods. Setting Beijing as an example again, there are subways of more than 100 kilometers put into operation, which could be one of the cities with the largest subways under construction all over the world. During the rush hour, more than 10 million people relied on Beijing subway every day, and the transportation pressure is rather huge. In order to relieve the pressure caused by population assembly, the method proposed by the government early is an effective one, which is promoting the coordinated development of metropolis, small cities and towns but we still haven't found out a proper way to coordinate the development.
As far as Qi Ji is concerned, the problem caused by the migration from rural to urban areas is the most severe one in the fast promotion process of urbanization, and this kind of problem is hard to solve in such a short time. Urbanization refers to various departments, and just as Qi Ji said, if departments like Ministry of Health and Ministry of Education combine to remove famous enterprises, universities and hospitals from metropolis, would it be possible to relieve the pressure caused by people seeking for opportunities to study and to see the doctor to some extent? Experts and leaders attending the summit said that the various kinds of tricky problems occurred in China's urbanization development could not be easily solved only by a few discussions and measures, there is still long way to go.
During the meeting, Patrick Haverman, Deputy National Director of UNDP, has pointed out that the organization he is in has cooperated with many Asia-Pacific countries and regions, and the Human Development Report this year has ranked different countries according to the nine indexes including environment to check which city has done better on the aspect of urbanization And this is a sustainable and urbanized index, and we plan to issue the report in the 'Urban Day' in October. According to Patrick Haverman, he hoped to cooperate more with China on the topic of urbanization throughout this communication.
