　　Distinguished guests, ladies and gentlemen!

　　I was commissioned by CIUDSRC to introduce the progress of implementing the transformational development of CIUDSRC to Professional Think Tank. It has been eight years since CIUDSRC was built by the end of 2007. With the care of national leaders, with the direct guidance of relevant departments of the State Council, especially Ministry of Housing and Urban-Rural Development and Ministry of Land and Resources, with the great support of different social sectors, CIUDSRC has got a considerable development. Currently, there are more than 1,000 industrial members such as experts, entrepreneurs and social activists, etc.. The  7 volumes of China's Urbanization Rate Report have been annually edited and published (The Summit would have published the 8th one today, but the related data of household population is not released yet, so the release of 2013 China's Urbanization Rate Report  is delayed, please don't mind!). The research work of China's Urbanization Quality Evaluation System was launched (The release of 2013 China Urbanization Quality Evaluation Report is delayed as well due to the data). The magazine named The urbanization was created , a total of 79 volumes have been edited and published. Urbanization Network was founded. We have successfully held  8 sessions of  China International Urbanization Summit, 23 sessions of China Urbanization Forum, 15 sessions of Urbanization Tea Party. We have profoundly studied and investigated all over the country for more than 40 times. CIUDSRC has initially become an influential professional research institute in government decision-making, enterprise development, social opinions and public knowledge dissemination. For this reason, from the beginning of last year, we started to promote the related work of professional transformation, and the Secretariat has conducted fruitful work over the past year.

　　I. The introduction of Professional Committee Working System

　　In order to standardize the organization and management of various Professional Committees of CIUDSRC, based on full consultation with opinions of the public and members, according to The Constitution of CIUDSRC, the Secretariat developed CIUDSRC Professional Committee Working System early last year to clarify the duties, composition and change of Professional Committee.

　　II. Highlight professional characteristics of urbanization

　　The advantage of CIUDSRC lies in its comprehensiveness, connecting various jobs of social development work with the theme of urbanization.  The different aspects may be teased out in its comprehensiveness to form the distinctive professional committees. Thus,  it can not only fully use original massive expert database resources of CIUDSRC, but also reflect the streamlined and precise professional positioning, highlighting the expertise of different special committees. Form a comparative advantage by optimizing the combination; and also pay attention to avoid the trivial professional division for conveniently carrying out the work.

　　III. Adhere to the principle of One establishment for One Maturity

　　To ensure  the professional level, organization and implementation capacity of each professional committee, CIUDSRC clarified the responsibilities, rights and obligations of the professional committee. The professional activities are mainly organized by the professional committee. The leaders of professional committee shall have a good leadership, organizational skills, coordinative ability and influence. Therefore,  The candidate for the professional committee leadership is of great importance, it may be established for satisfied conditions and actively prepared for immature conditions,one establishment for one maturity.

　　After much deliberation and careful consideration, CIUDSRC proposed to establish 16 professional committees: Urbanization Sustainable Development, Healthy City, Low-carbon City and Smart Community, Urban Renewal, Development (Park) Area , Urban-Rural Amenity and Sanitation, Urban Culture and Art, Communication and Transportation, Architecture Industrial Modernization, Social Construction, Rural Construction,  Finance,  Tourism, Commercial Real Estate, News Communication and International Exchange. Through rigorous selection, now with the leadership, the relevant work may be carried ou by professional committees like Urbanization Sustainable Development, Healthy City, Urban Renewal, Urban-Rural Amenity and Sanitation, and Rural Construction. Other professional committees have been actively and solidly preparing. In these prepared professional committees, Cai Yihong, Secretary-General of the Secretariat of CIUDSRC concurrently serves as the head of preparatory group.

　　In the transformational process of CIUDSRC to Professional Think Tank, CIUDSRC and the governments at all levels, research institutions and enterprises have a profound cooperation in project planning, project reporting, development strategic planning, publicity promotion and other aspects to promote the sustainable development of China's new urbanization. Over 20 units, such as Hubei Wuchang District People's Government, People's Government of Zhanjiang City, Guangdong Province, Chongqing Nan'an District People's Government, The Construction Department of Inner Mongolia Autonomous Region, Beijing CIIC Architectural Design Institute, China Academy of Building Research, Chinese Urban Construction Design & Research Institute Co., Ltd, Zhengzhou Yutong Heavy Industries Co., Ltd., have been approved by  CIUDSRC to be the Committee's strategic cooperation agencies. They will be awarded in this meeting.

　　We believe that under the guidance of the Spirit of the 18th  National Congress of the CPC, in the road of accelerating urbanization scientific development, urbanization, CIUDSRC will closely follow the pace of the times, make full use of the resourceful international cooperation platform advantage of CIUDSRC, strengthen the cooperation in global economy and urbanization areas, adhere to the scientific urbanization development path, speed up the construction of ecological civilization city, promote common development, low-carbon development and sustainable development, strive to build a beautiful China, let people live in peace and happiness, let homes become greener mountains, cleaner waters, bluer skies and cleaner air, and contribute to the realization of great rejuvenation of China!
