On  April 30, guided by Science and Technology Committee of MOHURD and Science and Technology Expert Consultative Committee of Ministry of Land and Resources, co-hosted by CIUDSRC and CDI (Shenzhen·China), supported by UNDP, China-Europe Forum, EUCCC as well as Beijing Suburban Economy Research Institute, The Eighth China Urbanization International Summit entitled The New-type Urbanization and Land Utilization was held successfully at Diaoyutai State Guest house in Beijing.

　　The participants of the Summit are as follows: Hu Cunzhi, Director of Science and Technology Expert Consultative Committee, Party member as well as Deputy Minister of Ministry of Land and Resources and Deputy Director of CIUDSRC; Qi Ji, Deputy Director of MOHURD; Patrick Haverman, Deputy National Director of UNDP; Jin Dejun, former Chief Engineer of MOC and Director of CIUDSRC; Li Bingren, Chief Economic Engineer and Executive Deputy Director of Science and Technology Committee of MOHURD, Executive Deputy Director of CIUDSRC and numerous other leaders as well as over 200 guests from different walks of life from home and abroad.

　　From the professional perspective and with open mind, the participants have discussed issues on the aspect of the restraints to land utilization and the grain arrangement, land expropriation and the space security of urbanization, the paid land utilization system and the developing impetus of urbanization as well as the comprehensive land renovation and the whole urban and rural plan. They also analyzed the core system related to the smooth development of China urbanization--- land system, and discussed the future policy tendency as well as its challenges and opportunities. Both in the keynote speeches by leaders from ministry as well as international experts, and in the case reports by the development zones and basic- level governments, the key topic of land utilization has been put forward; various perspectives and connotation on this topic have been extended in the communications by Minister experts in this field and scholars from home and abroad.

　　During the critical moment of the fast development of  urbanization, how could we intensify and economize the lands? Hu Cunzhi, Deputy Minister of Ministry of Land and Resources, Deputy Director of CIUDSRC, has delivered a keynote speech, with the title of “How to Promote Economical and Intensive Land Utilization in the Process of New-Type Urbanization”, elaborating the waste of land resources caused by current urban development and construction mode, the promotion of economical land mode in the construction of new-type urbanization as well as the application prospect of the land economical and intensive mode of urban development construction, he has expressed his hope in the promotion of new-type urbanized economic land mode on the level of policy and practice.

　　In his report, Hu Cunzhi also pointed out that it was the urgent need to solve the problems existing in the traditional urban development and construction: people were getting far away from the reality, construction space and land resources have been seriously wasted by means of construction features of craving for huge and foreign things; serious urban disease has been caused because of the traditional urban construction mode as well as the land utilization waste on energy and lands, excellent farming lands have been occupied, the farmland protection has been destroyed and the ecological security has been in danger. The exploration of the new construction and development mode of urban economical lands should focus on the  economical and intensive development mode with high intensity, mixed functions as well as transportation oriented, among which, the advantages of the urban comprehensive transportation-oriented development mode were obvious. With the adoption of strategic plans like One Belt and One Road layout along the trails has become the significant mode in the future urban development and utilization. According to Hu Cunzhi, the Ministry of Land and Resources is formulating related policies to restrain the traditional method of urban construction by means of scientific planning; it is also formulating the support policy for land utilization, insisting on the resources restraining conditions to encourage and promote the application of new-type urban construction mode.

　　Guo Guanglei, Director of Beijing Rural Economy Research Center, President of Beijing Suburban Economy Research Institute, also paid attention to the relation between new-type urbanization construction and land utilization. In his report entitled “Several Thoughts on Promoting the Capital New Urbanization and the Collective Construction Land Intensive Utilization”, he pointed out that “urbanization could be regarded as the optimizing and adjusting process to the relationship between humans and lands”, and the transformation of land development mode was the core of new-type urbanization. And Guo Guanglei had comprehensive and deep thoughts on the key points of transformation mode from traditional urbanization to new-type urbanization and the intensive utilization of collective construction in the new-type urbanization process. He has analyzed that it is the three core concepts of new-type urbanization different from the traditional ones like: rural and urban overall plan, balanced development, integrated planning, top-level design and in pursuit of the sustainable urbanization under the rigid restrictions; and the four key points of the collective intensive construction utilization in the process of new-type urbanization  are the whole plan of villages and towns, program examination and approval, property right certification and mortgage financing.

　　Ms. Samantha Anderson from the United Nations Development Program focused on the “Effect of land right issues and women's right issues in the Asia-Pacific region on China”. In her report, she has pointed out that “China is in the trial stage of land contract and registration rights, so it is significant to take equal land ownership rights into consideration.”

　　The release of typical case studies was the hottest part in this summit, and it was also the most active moment when experts and scholars were taking part in the discussion. In the numerous cases in the nation wide, “The Eighth China Urbanization International Summit” has selected the typical cases as follows:

With the open communication method of speeches on the practical cases, comments of the professional experts as well as the interaction between participants on and off the stage, the cases were deeply studied and analyzed. Cai Jiming, Director of Political and Economic Research Center in Tsinghua University; Ma Qingbin, Director of CCIEE in NDRC; Yu Jianrong, Director of Social Issues Research Center; Frédéric Asseline, team leader of the China- Europe Low-carbon Ecological Cooperation Project, and Florian Schmied, Director of the EU Chamber Building Committee, have made brilliant comments on each case. And meanwhile, the host of this summit, Li Jinkui has gained numerous applause and appreciation from all the guests for his unique hosting style.

　　Referring to the meaning of land trust mode in Shuizhang to China Urbanization, Doctor Liu Ruiwen from Beijing Rural Economic Research Center has pointed that, land trust has transferred money from urban to rural areas, and in this way, urbanization could interact with it. Jin Dejun, former Chief Engineer of MOC and Director of CIUDSRC, has mentioned the survey in Yongqing, and he has witnessed the change that Yongqing mode brought to the local. While commenting, he was extremely touched to say that during the promotion stage of urbanization, Yongqing has regarded farmers as the real masters of  urbanization! Jin Dejun believed that, in the process of urbanization, only by taking farmers' benefits into consideration, taking their advice and letting them participate as the masters, could farmers be active and this kind of urbanization would not let them down, and furthermore the impetus in promoting urbanization could be enhanced. Qiao Runling, Deputy Director of Cities and Small Towns Reform Development Center of NDRC, has summarized that the four modes we have proposed are really great, and being such a huge country like China, only one or two documents and modes could not be the solutions, and what we need are hundreds of modes!

There were 5 people in the commending list as 2014 China's Urbanization Contribution Personnels, they are: Fan Gang, Doctor of Economics, Deputy President of China Economic System Reform Council, General Secretary of China's Reform and Research Foundation, Director of National Economic Research Institute; Wang Sijing, Chinese Engineering Academician , President of China Petrology and Engineering Institute, CEO and Director of International Engineering and Environmental Council; Zhang Zhijing, General Manager of Beijing Tianfuyuan Planting Center; Wang Jingmin, CEO and Director of China Construction Institute Co., Ltd,; Nicolai Peitersen, author of Moral Economy（Columbia University Press） Deputy President of China and Culture Research Institute, Expert of Advisory Committee of International Green Economy Association, former Chief Expert of China- Europe Urbanization Partnership Project and Coordinator in China. 　　Eight institutions have been awarded as 2014 China's Urbanization Influencial Institutions because of their outstanding achievements, they are:  Chongqing Nan'an District People's Government, Chinese Urban Construction Design & Research Institute Co., Ltd, Borui Social Work Services Center in Guangdong Province, Zhengzhou Yutong Heavy Industries Co., Ltd., Beijng Yongyige Exposition Co., Ltd., Guangdong Nanhai District Qichuang Social Work Service Center, Beijing Guorui Xinye Real Estate Co., Ltd。, Shenzhen Action Asia Information Advisory Co., Ltd., Jacques Saint Marc, accredited representative of French Prime Minister's Office and the Principal of Sino-French Sustainable Development Cooperation Project, as well as Liu Shunyi, former Legal Adviser and Director of State Administration of State Property of Ministry of Finance, drafting team leader of State-own Assets of the Eighth and Ninth NPC Financial and Economic Committee, Deputy Director of CIUDSRC, were the presenters, and they issued the honorary plaque to the awarded institutions.

And the award presenters were Lai Wenxin, President of Chinese Cross-Strait Peace Development Association, Deputy Director of CIUDRC and Lyna from Training and Development Department of France,s National Civil Service Training Center, and they have issued the trophy and the certificate to the winners. 　　The winners were very delighted and proud of the awards and the appreciation they have got. The award winning peasant- worker representatives like Huang Jiang, Huang Qingguo, Jia Zhongyuan and Yang Yang said that they would work harder and continue to realize their dreams, making great contributions to the urban development.  And the winner of 2014 China's Urbanization influential , Guangdong Nanhai District Qichuang Social Work Service Center hoped that increasing community residents would take part in and promote the development of civil society to contribute to the urbanization construction.

　　Urbanization is the trend in the modern world, and it is also one of the most significant problems in China. In order to provide better intellectual support for China's Urbanization, CIUDSRC will endeavor to assemble professional elites from various fields, and with the method of organizing professional committee, comprehensive, multi-perspective and effective research and advice service as well as developing strategy advice will be provided to local governments, Hi-tech Zone and new towns development in the process of new-type urbanization. 　　In the promotion process of transferring CIUDSRC to professionalized think tank, not only the wise brains but also the local governments, institutions and enterprises paying attention to the new-style sustainable urbanization development and devoting to endeavor have played a significant role. During this summit, over 20 institutions have been approved by  CIUDSRC to be the Committee's strategic cooperation agencies, such as Hubei Wuchang District People's Government, People's Government of Zhanjiang City, Guangdong Province, Chongqing Nan'an District People's Government, The Construction Department of Inner Mongolia Autonomous Region, Beijing Xiaixi Architectural Design Institute, China Academy of Building Research, China Urban Construction Design & Research Institute , Zhengzhou Yutong Heavy Industries Co., Ltd., to name but a few. 　　“China Urbanization International Summit” is the grand annual meeting in the field of China urbanization, and the development process of China Urbanization has a profound impact on the whole world and it has drawn the continual attention of professors and experts from home and abroad.
